Equine Partner Protection Act of 2025
We're not redefining the horse- We're defining the crime
What this Act is
-
This is not about what a horse is—it’s about what happens when someone hurts one.
-
We’re not changing livestock law—we’re strengthening cruelty law.
-
This bill doesn’t say horses are pets. It says hurting a horse on purpose is a serious crime.
-
We’re not reclassifying horses. We’re making it clear that abuse is abuse—no matter the species.
What This Act is Not
This bill is about protecting horses from cruelty—not about changing how Ohio farms operate. We’re not changing tax law, farm law, or your way of life. We’re focused on stopping abuse—and we’ve written this bill carefully so it does just that, and nothing more.
Key Points in the Proposed Law Change
Define a legal definition of an “Equine Partner” under Ohio's Animal Cruelty Laws
Raise penalties for serious neglect or cruelty of Equine Partners
Raise the Minimum Standards for Humane Officers with Continuing education in equine specific welfare
Why They Matter
Allows the animal cruelty law to recognize these animals as partners—not generic livestock—and applies the right penalties for their mistreatment
Today’s penalties are too light in many cases. Suffering must carry real consequences.
You can’t enforce what you don’t understand.
Equine cases are complex — and Ohio deserves humane agents equipped with the knowledge, compassion, and specialized training to handle them correctly.

ABOUT OHIOHORSESFIRST.ORG
Our Commitment to Horses
At the heart of the Equine Protection Act of 2025 is a simple but powerful truth: horses deserve safety, dignity, and humane treatment under the law.
We are committed to establishing clear legal standards that protect horses from abuse and neglect across the state of Ohio. This means enacting enforceable policies that uphold responsible care, regulate unethical practices, and hold violators accountable.
Our promise is to be tireless advocates—for every working horse, every companion animal, and every equine left without a voice. Through this legislation, we aim to create a future where protection is not optional, but law. Together, we can stand for what is just, compassionate, and long overdue.
